The German Annual of Spatial Research and Policy 2009 explores the concept of spatial disparities, which has its roots in national spatial planning and spatial development policy, and discusses new spatial disparities in Europe. The scientific articles provide an overview of the process of formulating a European position on "territorial cohesion" and address some of the issues surrounding new spatial disparities at different levels in different European countries. This includes the transformation from the industrial to the knowledge society, the development of settlement structures, spatial patterns of suburbanisation processes, demographic transformation, and equal ecological living conditions in the European Union.

The papers of this book are concentrated around the topic of the
development and the formulation of guiding principles, concepts or
visions for spatial planning and policy. In German we use a term not
yet well known in international contexts - Leitbilder. For
the non-German audience it might be important to know that within the
German context we are dealing with a rather complex federal system. In
this regard, this book reflects the use of guiding principles, concepts
or visions – Leitbilder – for spatial planning and policy at the
different federal levels. This includes the European level or
cross-border relations at the macro level and the micro level of the
local community as well. It includes rather theoretical reflections
about the "philosophies" behind such concepts as well as the very
concrete analysis of local concepts required by local communities with
different historical traditions and backgrounds.

The various regions within
the EU are marked by a high degree of disparity with regard to their economic
performance and productivity, and as regards their labour markets. Facing these
regional differences, the task of regional and spatial sciences is to develop
concepts and strategies to reduce and prevent territorial imbalances. Thus
"territorial cohesion" stands for a more balanced spatial development,
and aims to improve integration throughout the EU. Although the term is used in
many EU documents and strategies, its meaning remains vague and unclear. The
scientific articles in this annual deal with the interpretations of this term,
the challenges of European spatial development policy, and the problems and
concepts involved in achieving territorial cohesion. Furthermore two short
reports illustrate the implementation of territorial cohesion on the basis of
two research projects.

Restructuring Eastern Germany

With "Restructuring Eastern Germany" five spatial research
institutes have introduced the first volume of the German Annual of Spatial
Research and Policy. Four of these institutes belong to the Leibniz
Association: The Academy for Spatial Research and Planning (ARL) in Hannover,
the Leibniz Institute for Regional Geography (IfL) in Leipzig,
the Leibniz Institute of Ecological and Regional Development (IÖR) in Dresden and the Leibniz
Institute for Regional Development and Structural Planning (IRS) in Erkner. The
fifth institute is the Federal Office for Building and Regional Planning (BBR)
in Bonn. These
research institutes have founded this new scientific series with the goal of
providing international colleagues with information on an annual basis
concerning problems and research results within this current and socially
relevant issue in Germany.
The combined presentation of issues addressed in articles from these individual
institutes is an example of how complementary the respective research
approaches and abilities are. This kind of yearbook therefore documents a
network which has existed for several years between the institutes in the form
of mutual information and trusting research cooperation.
Seven articles within this volume are devoted to a total analysis of
spatial structures and processes in eastern Germany as well as the politics of
restructuring and specific recommendations for action within the political
arena of the Aufbau Ost programme (Economic Reconstruction in the East). Two
articles are concerned with the more specific themes of urban developmental
policies using examples in eastern Germany. The articles are
supplemented by reports of regional structures and regional planning systems in
eastern and south-eastern European countries.
