Seit einiger Zeit gibt es einen breiten ethischen Diskurs in Politik, Gesellschaft und vor allem auch in den Wissenschaften. In die Raumplanung hat dieser Diskurs bisher - zumindest im deutschsprachigen Raum - nur spärlich Eingang gefunden. Ethik reflektiert menschliche Handlungen hinsichtlich ihrer Motive, Inhalte, Mittel, Ziele und Folgen. Raumplanung handelt programmatisch und setzt sich mit der Zukunft und dem Raum auseinander. Die Notwendigkeit sich mit der Ethik zu befassen scheint offensichtlich, um nicht willkürlich, einseitig, zufällig oder beliebig zu planen oder ebensolche Entscheidungen zu fällen. Sich der komplexen Problematik Ethik in der Raumplanung zu nähern, das Themenfeld zu erkunden, ethische Problemstellungen in der Raumplanung zu debattieren und zu reflektieren, dies waren zugleich Ziele und Aufgaben des ARL-Arbeitskreises. Dabei konnte (und sollte) aufgrund der Komplexität des Themas weder ein „Handbuch“ noch eine spezifische Ethik in der Raumplanung entstehen. Vielmehr werden deren Dimensionen und Perspektiven aus Sicht von Personen aus unterschiedlichen Forschungs- und Erfahrungsbereichen (Hochschule - Praxis, Raumplanung - Ethik) ausgelotet. Grundsatzfragen der Ethik und deren Bedeutung für die Raumplanung werden aufgezeigt und ihre gegenseitigen Bezüge systematisiert. Der Umgang mit Wissen, Information und Wertungen in Planungsprozessen, Nachhaltigkeit, Raumplanerische Leitbilder, Raumplanungspolitik, Raumentwicklung, Raumplanungsrecht und die Ausbildung der Raumplanerinnen und Raumplaner werden in ihren ethischen Implikationen reflektiert. Die vorliegende Publikation will Raumplanerinnen und Raumplaner in Forschung und Praxis sowie in Lehre und Ausbildung für die Berührungsflächen zwischen Raumplanung und Ethik sensibilisieren und Anstöße geben, sich verstärkt mit den moralischen Implikationen des eigenen Bereiches auseinander zu setzen.

For some time now, politics, society and above all also science has been engaged in a wide-spread ethical discourse. So far this discourse has only found its way sparsely into the field of spatial planning - at least in the German-speaking domain. Ethics reflect human actions regarding their motives, content, means, objectives and consequences. Spatial planning acts in a programmatic manner and deals with the future and spatial issues. In order to avoid random, biased, coincidental or arbitrary planning or to avoid just such decisions being made, the necessity of dealing with ethics seems evident. The approximation of the complex and problematic nature of ethics in spatial planning, the exploration of the subject area and the debate and reflection of ethical problems in spatial planning were both the objectives and the purposes of the ARL-Study Group. Owing to the complexity of the topic, it was neither possible (nor was it an objective) to develop a “hand-book” or a specific ethics for spatial planning. Instead, its dimensions and perspectives were grasped as seen from people with different backgrounds in research and empirical areas (university - in the field, spatial planning - ethics). The principle questions of ethics and their significance for spatial planning are demonstrated and their mutual references are systematized. It is a reflection of the ethical implications of the manner in which knowledge, information and assessments are dealt with in planning processes, sustainability, guiding principles of spatial planning, spatial development, law on spatial planning and in the education of spatial planners. This publication wishes to sensitise spatial planners in research or in the field as well as in teaching and education for the contact levels existing between spatial planning and ethics and give them impulses to increasingly deal with the moral implications of their own field.
